Regional Transportation PlanThe Regional Transportation Plan guides planning and development of the transportation system within the Central Lane Transportation Management Area (TMA). The federally-required RTP includes provisions for meeting the transportation demand of residents over at least a 20-year planning horizon while addressing transportation issues and making changes that can contribute to improvements in the region’s quality of life and economic vitality. It includes consideration of all transportation modes: roadways, transit, bikeways and pedestrian circulation, as well as freight movement and regional aspects of air, rail and inter-city bus service. The regional planning process thus ensures that the planning activities and investments of the local jurisdictions are coordinated in terms of intent, timing, and effect. Projects in the RTP are initiated at the local and state level (i.e., within the planning processes of the cities of Eugene, Springfield, and Coburg; Lane Transit District, Lane County and the Oregon Department of Transportation – ODOT). Those projects that anticipate Federal funding or are regionally significant with potential impact on air quality must be included in the RTP.
In compliance with the Federal Transportation Equity Act for the 21st Century (TEA-21), and with the Oregon Transportation Planning Rule (TPR), the RTP contains transportation policies and expected actions, and is financially constrained to revenues reasonably expected to be available over the planning period. The RTP also includes demonstration of compliance with federal and state air quality requirements. The RTP must be updated at least every four years, and must include participation by the citizens of the region. Under the SAFETEA-LU federal regulations, the MPO is required to coordinate and consult with Federal and State agencies that conduct planning and oversight within the MPO area. On December 8, 2011, the 2011-2035 RTP was adopted by the Metropolitan Planning Committee. Approval of the Air Quality Conformity Determination (AQCD) for the RTP by the U.S. Department of Transportation is currently pending and expected shortly. The RTP is adopted by the Metropolitan Policy Committee.
TransPlan: Adopted in July 2002, this plan covers the Eugene-Springfield area and currently addresses two separate requirements – federal and state requirements for an MPO Regional Transportation Plan, and state requirements for local agency TSPs. This plan has been adopted by the cities of Eugene and Springfield, Lane County, LTD, and Lane Council of Governments (as Central Lane MPO).
City of Coburg TSP: (6.88 MB PDF ): Adopted in September 1999, this plan covers the City of Coburg and addresses state requirements for city TSPs. An update to this plan is currently underway and is scheduled to be completed in mid-2005.
Lane County TSP: Adopted in June 2004, this plan covers Lane County and addresses state requirements for County TSPs.
